G3 Blog: Penny Polendina VS Alisa Bosconovitch (RWBY VS Tekken)

What it means to be human and the meaning that said life can find during their time on earth is a question often asked with no true concrete answer. In this case the question goes deeper: could an individual, not born but created, also be said to be alive? Could they also be considered to be real or just a program doing what it’s supposed to do?
In this case, a spark ignited within these two androids that set them apart from the rest, a drive for more than just battle but a need for emotions, meaning and friendship thanks to a fateful encounter (or a lucky stumble) with new people would set them forth on a journey filled with hardships to protect the world against all that threatened them. To discover themselves with their newfound companionship that yes, hidden behind the nuts and bolts resided a soul truly real.
Despite all their kindness and wholesomeness, when these two iron maidens clash forth in the skies above, who will fight through to the end with a more humane determination to stay standing and who will plummet to the earth below? Only one thing is certain; one fanbase is going to have to smell the onions again no matter the outcome of this Death Battle!
Before We Start…
For Alisa, the main focus will be the 7 Mainline Tekken games with 6 and 7 being the primary focus as those being where she appears. Furthermore, Tekken Tag Tournament 1 and 2, as well as secondary material like the Blood Vengeance Movie, Pachinko slots, Manga (While not canon, does not contradict the character’s powerset or stats and thus is there for the sake of completion), and Anime are allowed as well. Though obviously, no crossover scaling will be used such as Street Fighter X Tekken, Naruto Ultimate Ninja Storm or Smash Ultimate.
Apart from the 9 Volumes of RWBY, We also decided to use the manga, comics and books for Penny as well as other secondary material because they deserve your attention. We however will not be using Ice Queendom as the only additional info is questionable to use and everything else is just a retelling of Volume 1. We also will not be using crossover media such as Blazblue Cross Tag Battle or the various DC Crossovers. No Superman scaling today, bucko!

“I'm combat ready!”
The world of Remnant is in a very bad place to say the least. For centuries, humanity has done its best to combat the forces of Grimm and their queen hiding in the shadows, Salem. Only a small handful of people knew of her existence (before Volume 7/8 lol), and among that small handful of people was James Ironwood. Not wanting to keep the war against Salem stagnant, Ironwood decided to take matters into his hands. After hiring a scientist named Pietro Polendina and giving him the proper funding, Atlas's greatest weapon was born: Penny Polendina. Penny was designed to be the ultimate weapon against the Grimm. A diverse, precise yet powerful weapon that could be used with swords at close range, laser beams at long range, and even Aura for defense. On paper, she was perfect. However, there was a small problem.
Penny was young, inexperienced and naive. While she certainly had the skills needed to combat Salem's forces, she wasn't mentally equipped for it. Hoping to mitigate this problem and give her proper fighting experience, James signed her up for the Vytal Festival's tournament in Vale, where Penny would quickly become friends with Huntress in training, Ruby Rose. Unfortunately, things took a turn for the worst as Salem's henchmen had been making their move as well. After sneaking into Beacon, hacking Ironwood's robot military, and sneaking Grimm onto Vale, Cinder and her lackeys saw the one and only thing that could threaten their plans was Penny. But it just so happened that they already had the perfect solution. A red haired, spear wielding, polarity using celebrity shaped solution. Add in some gaslighting from illusions, and...presto! You got yourself a dead robot, enough mass panic to cause a Grimm outbreak guaranteed or your money back!
After the chaos that befell Vale, Ironwood was determined to not allow such a tragedy to happen again. And so he had Pietro reconstruct Penny, now with double the firepower and triple the cuteness, with more training and experience to boot. Throughout some difficult times, she would go on to be chosen by Fria to become the next Winter Maiden for a time, and was even granted a human body thanks to the spirit of the Relic of Creation, Ambrosius. Things were looking up for Penny...
And then it, like many things in this show, was ruined by Cinder.
During a battle against the worst villain ever, Penny was mortally wounded. Now with no robotics to fall back on, Penny was facing her last death. With her final moments, she asked Jaune Arc to deal the finishing blow to guarantee the Maiden powers would transfer to her friend Winter Schnee. Although she may be gone for real this time (unless Rooster Teeth decides to play with us a third time), Penny will not be forgotten. No matter what threat may come, Penny Polendina will always be "combat ready" to fight for the world and for her friends.
Alisa
“Greetings, I am Alisa. Now I must terminate you.”
Deep within a lush and thriving forest lies a heavily defended research facility. This facility was a research institute named after its director, Bosconovitch. This facility was very important, as it was here that the Mishima Financial Group's most sensitive military equipment was developed. Located at the core of the research center was a room that kept its most prized possession: a clear capsule, in which a young girl slept soundly. Her name: Alisa Bosconovitch. She was created by Doctor Bosconovitch and designed to serve Jin Kazama.
The lab Alisa was being kept in is the target of a double raid by Yggdrasil and G Corporation, though on meeting each other, the forces wipe one another out. During the raid, an explosion rocks the laboratory, and Lars Alexandersson, the leader of the Yggdrasil rebel army suffers a blow to the head that leaves him amnesiac. He stumbles into a pod that is set off, and awakens Alisa. They ask who the other is, and, whilst Alisa introduces herself, Lars has no memory of who he is. One of G Corporation's Jack-6 robots attacks them and Alisa retaliates by using her chainsaws to cut up the Jack, showing her superhuman abilities and strength. Jack is not fully defeated however, and gets up to attack her, Lars quickly reacts to pin the robot, and defeats it,. Lars gives Alisa his hand to help her get up and the two flee the collapsing lab.
The two then go on a long journey that leads them to many different places and encounters across the world for answers in which they would protect one another and grow closer as a result. Initially, their search is to help Lars rediscover his identity and to search for Alisa’s father/creator until it shifts when they discover the reason for the war and carnage that plagues the world.
Lars and Alisa would finally reach the Zaibatsu, and battle their way to Jin. When they meet Jin, however, he suddenly orders Alisa to reboot. Alisa confirms the command and obeys Jin. Jin explains that Alisa was designed to protect him. He commands her to fight Lars who tries to talk down Alisa, unwilling to fight her, but it soon becomes clear Alisa no longer recognizes him, and Lars must fight her. After defeating Alisa, Lars offers his hand to help her to get up and, for a moment, it seems like she recognizes him, but then she strikes him and flies away, dropping her flower-shaped hairpin.
After beating a demonic entity, Lars finds Jin. Lars is about to strike him when Alisa suddenly interrupts. Lars asks her if she really doesn't know who he is, to which she answers that he is an enemy. She attacks Lars and he is forced to fight her again. He defeats her and this time her system starts to shuts down. Lars approaches her and Alisa tells him that she never wanted to fight him, but she couldn't disobey. She says she wished their journey had lasted longer and reaches out her hand. Lars hesitates and then reaches out to her, but Alisa shuts down.
But that isn't where Alisa's story ends. After Jin fought Azazel, the OG Devilman, Lars took Alisa's remains to Violet Systems, run by his adoptive older bro, Lee. And he was quite a bro, he sat down, repaired Alisa, upgraded her body, and removed the programming that made her Jin's servant. Upon awakening, Alisa becomes very hostile at Lee and fights him. After being defeated, Alisa suddenly remembers who Lee is, but questions why she is at Violet Systems and what has transpired. With the help of Violet Systems' technology, Alisa regains her memories and desires to see Lars again. Suddenly, they come under attack from the Tekken Force. Together, Alisa and Lee dispatch the soldiers and make their escape.
Now free from Jin's control, Alisa eagerly joined Lars's fight against the Mishima Zaibatsu. Confident this was the right path for her, Alisa was ready for whatever the future would bring to her. It's safe to say Doctor Bosconovitch would be proud of who his daughter became.

Floating Array
Penny's signature weapon. It is a series of blades stored within a small backpack that Penny always carries. Penny can control them with less than a conscious thought, moving them around via thin cable wires attached to the blades like she was controlling a puppet's strings. She has used her flawless control over the blades and cables both offensively and defensively, from moving them in different directions for attacking multiple targets at once to moving them in a circle to block bullet fire. She can even pin the blades onto something and try to pull them in with the cables, or reel herself forward. The blades themselves are strong enough to effortlessly pierce and slice through solid steel, and the cables can handle the strain of trying to pull an airship out of the sky.
And like 99% of weapons in the RWBY universe, it's also a gun. Although instead of bullets, Floating Array fires laser beams. And by spinning all her swords in a small circle, she can unleash a giant laser beam.
Also it’s a great alternative for cutting cakes.

Android Physiology
Penny was built to be Atlas's ultimate weapon in more ways than one. one of those ways being literal. That's right, Penny is not a normal girl, but an android exoskeleton hiding behind human skin texture. This grants her many perks that normal people don't have. She's strong enough to stop a speeding truck, can fly with thrusters attached to her boots, and possesses a variety of enhanced senses. She has thermal vision, x-ray vision, night vision and "aura vision." She can automatically detect the threat level of people or objects, zoom and enhance her vision to where she can see things that are invisible, and can hear up to two kilometers away. She can also hack advanced Atlasian technology by matching their frequency. Speaking of technology, she possesses an advanced AI that is connected to an internal knowledge bank and can also connect to networked ones. Thanks to this she was able to adapt to her Maiden powers rather quickly despite only having them for a handful of days before her death and could even copy other Maiden techniques. She was even able to understand and explain Ruby's Semblance on a level that not even Ruby herself understood despite seeing it in action a small handful of times.
Powering all this is a core stored within Penny, which was later confirmed in Amity Arena to be multiple. According to Pietro, Penny is capable of surviving injuries as severe as dismemberment and decapitation as long as her cores are unharmed.
Also her body attracts magnets.
Aura
An ability that anyone with a soul can use, at least with enough practice. Because Aura is the manifestation of the soul, it differs from person to person, such as the color. A strong Aura has also been shown to shine brightly. As Aura comes from the soul, it can manifest in any living being, from humans to Faunus to even animals. The only exceptions to this are Grimm, which are soulless monsters. Weapons and armor can also be used as conduits for Aura, offering a wider variety of offensive and defensive capabilities. However, it is not perfect as using Aura in any way will deplete it bit by bit. Aura can grant the following:
-Heightened Perception: According to Pyrrha, those with Aura can "sense danger."
-Defense: The most common ability of Aura is to manifest itself as a barrier that envelops the user. It can block attacks that would prove to be fatal, which is perfect for when you're animating a fight scene between characters wielding lethal weapons. While this ability used to be a passive barrier active at all times, it was later retconned in later volumes to require conscious thought to activate.
-Offense: Aura can enhance a person's physical attributes to superhuman levels. Lie Ren once thrusted a King Taijitu's fang through it's head hard enough to cause a shockwave and make it explode.
-Unlocking: A person with Aura can unlock the Aura of someone else via a chant. This can leave a strain on the user, especially if the Aura they unlock is noticeably strong.
-Healing: Aura can heal minor wounds like cuts and bruises, like when it healed a cut on Jaune's cheek. This seems to be automatic and does not require conscious thought. However, it seems to wear off after combat, as Jaune regained injuries dealt to him by an Ursa once the battle was over.
But how is Penny able to do all of this if she's an android? Simple. When being built by Pietro Polendina, the good scientist put a piece of his soul into her. This allows Penny to have all of these abilities despite not being human. Pretty hardcore, am I right?
Maiden Powers
A mystical power granted by the wizard Ozma passed down through millennia. Unlike Semblances and Dust, this is true genuine magic. Somehow. It can only be wielded by women, and should a Maiden die, the power will be passed onto the last person they think of before death. If the last person they think of is male, or if they do not think of anyone at all, the powers will be passed to a woman at random. Unlike Semblances, Maiden Magic is not bound by Aura and can be used freely with no restraint. Penny was granted the powers of the Winter Maiden by Fria, amplifying her capabilities and giving her new abilities.
-Weather Manipulation: As a Maiden, Penny can manipulate the weather. While she has only shown making small hailstorms and thunderstorms, other Maidens like Raven Branwen have shown affecting the weather of the general vicinity.
-Wind Manipulation: Penny can make strong gusts of wind blow, making it difficult for enemies to approach her.
-Ice Manipulation: Duh. No, but seriously. Penny can fire blasts of ice cold enough to stop steel beams that are in the process of melting. Fellow Maiden Raven was able to freeze Cinder solid with just a touch.
-Lightning Manipulation: Penny can summon and manipulate lightning. While she has only used this in making a small thunderstorm, the previous Fall Maiden, Amber, could summon lightning bolts from the sky to attack foes.
-Fire Manipulation: Don't ask me how.
-Weapon Creation: Maidens can create weapons out of the elements. Penny can create replicas of Floating Array out of ice or stone, controlling them as effortlessly as she would the original.

Alisa
Cybernetic Physiology
Alisa was created by Doctor Bosconovitch who specializes in creating high-tech weaponry for the Mishima Zaibatsu; she was designed for combat. Her skeleton is composed of Tungsten carbide & the outer skin armor consists of titanium & depleted uranium. But its surroundings are Artificial skin. As a robot, she is very intelligent and often speaks in technical terms. She does also speak of downloading and uploading content to herself. Alisa has a mechanical device built into each of her lower legs and back. These are extra thrusters used for steering during flight, as seen in the Scenario Campaign cinematic 16 Battle in the Sky (also known as her ending in the Playstation Portable version of Tekken 6), and to power up her kicks. Her body can also shift/spin on itself making her much more agile and contort into impossible angles, and can also form an energy shield around herself for defense similar to the Gun-Jack Model.
Fighting Skills
Alisa's fighting style (referred to as "Unique" in Tekken Tag Tournament 2 and later as "High Mobility Combat" in Tekken Revolution and Tekken 7) appears to incorporate dance into some of her moves, similar to Lili's fighting style.
Alisa focuses on a Poke playstyle using mobility and evasive maneuvers to dance around the opponent in a hit-and-run game,chipping away at them overtime or forcing them to overextend themselves to capitalize on mistakes.

Ki Manipulation
Despite not being biologically alive Alisa can still use Ki to enhance her physical capabilities and her strikes.
Destructor Mode
Destructor Form is a stance move. In this stance, she sprouts a chainsaw from each arm, close to the wrist, changing her fighting style to be much more offensive, granting her a variety of new moves. The chainsaws are powerful enough to slice down trees, helicopters, limousines and even Jack Units.

Rocket Punch
She fires her own arms and they explode. She even found a special attack anime named for it “The Skyrocket Super Punch".
Detachable Head
Alisa can still function without her head with no issues,she takes advantage of this by using her own head as a grapple move and even for some of her combos, attacks and even feints to leave the opponent wide open. The head can also explode like a grenade making it a very unpredictable and unorthodox weapon.
Information Analysis
Alisa is able to detect life signs and security devices in her radius as well as scan an entire forest range for buildings or people in the area.
Hacking
By plugging in a Mishima Zaibatsu’s laboratory Alisa could hack into their database and in the Tekken comics could hack all the satellites from the G corporation and Mishima Zaibatsu.
Self-Repair
Alisa seems to have a self-repair feature installed allowing her to recover from bullet wounds in seconds after removing them and more impressively the ability to regenerate her head and limbs after making them explode (As Shown in the blood vengeance movie this is not just a gameplay feature and is a real ability).
Resistances
Extreme Temperatures: Comparable characters could catch a meteor and not be burned by the flames around it caused by the air friction and Jack Units could resist the coldness of outer space.
Hacking and programs (to an extent): She was able to briefly fight off and come back to her senses during her first fight with Lars and in Blood Vengeance she could restart her system for a moment despite having been put on standby mode.

Comparable to the Tekken Bloodline cast who tanked True Ogre’s strikes which collapsed the floor of a coliseum (34-51.5 Tons of TNT)
Alisa tanked being punched by Nina so hard she broke through a steel wall and then survived, without injury, a grenade that blew a hole in a skyscraper
Alisa along with Xiaoyu survives the Jin, Kazuya and Heihachi’s brofist which blew apart the top of Kyoto castle
A previous Jack robot, Gun-Jack, blocked an explosion from a satellite laser (1.606-2.779 Megatons of TNT)
Weaknesses
Penny
Is Dead!!
Despite being Atlas's magnum opus, Penny is far from perfect. She can be hacked if given enough time, and her metal body is susceptible to magnetism, the latter of which is what led to her first death at the hands of Pyrrha Nikos. Outside of physical weaknesses, her Aura does not scale to her durability and is instead cumulative, meaning that every hit she takes, no matter how small, will deplete it. Her Aura can also deplete under constant exposure to extreme temperatures. Without Aura, a strong enough blow will be fatal. Despite her advanced AI, Penny is still rather naive and emotionally driven, which could cause her to make biased decisions and mistakes. She has also shown a lack of experience fighting sneaky opponents such as Tyrian Callows despite having enhanced senses to counter stealth. And while she quickly adapted to her Maiden powers, she's still the least experienced Maiden to date, having the powers in her possession for a small handful of days. If Penny's core is sufficiently damaged, she cannot be rebuilt. And even if she can, without Pietro to give up a piece of his soul, she wouldn't be the same. She also hiccups when she lies.
And like every other RWBY character, she's weak to the Rooster Teeth writing team.
Alisa
If there is one thing Harada has reminded us, it is the lesson that waifus are never safe from getting booted off even in their first game. Despite Alisa being the Pinnacle of Bosconovitch’s creations, it was all pointless since the game was rigged from the start. Let’s explain the flaws, for starters her fighting style is naturally less effective against more cautious and defensive opponents and while she has her fair share of ranged options she definitely favors close range combat as her specialty. Even further as an Android she is not immune to Hacking and is susceptible to her program being affected and while she did somewhat manage to fight against it on two occasions for a time it was not entirely successful. Thanks to Lee’s rework her consciousness cannot be overridden by commands and other methods of control but it’s unlikely that it’s foolproof. And getting the obvious out of the way, despite her AI nature, Alisa is kind and somewhat naive to a fault and as such will rarely, if ever, use unfair tactics to win in a fight, which can make her predictable and easy to counter. And while her Self-Repair unit is impressive, too much critical damage like being cut in half or her core being destroyed can completely stop it from working which lead to her first death.
She also bugs out and gets a computer error if left in sunlight for too long and cannot take a photo with her eyes open as the flash messes with her optic system.
Before The Verdict…
Salem downscaling
Anyone who knows about RWBY in modern VS Debating has likely noticed a certain missing feat from the list. Well, here is why.
In Volume 8, Salem utilizes a large pool of Grimm to bust through Atlas' defenses. This was calculated by TheRustyOne on VS Battles Wiki to be worth 407.54 Gigatons of TNT. This is a very impressive feat and even gives a lot of Alisa's stuff a run for her money even if it was downscaled. There are, however, many issues with using it for scaling.
First problem is how exactly anyone should scale in general. Salem is stated directly by Jinn, a genie with knowledge over anything, to be unstoppable and this is showcased fairly well in the show, since no one has ever been even implied to be on Salem's level short of the Gods themselves. Any idea of a specific downscaling is completely unfounded and relies entirely on assumptions.
There is also the issue of if even Salem herself can scale to this attack. She was destroyed (temporarily) by a blast only worth 62.61 Megatons of TNT (Also calculated by TheRustyOne), which is helped how in the same scene, Salem was shown to be physically on par with Hazel after he hopped himself on a bunch of Dust Crystals, who himself was killed in the blast. It seems a bit more likely that Salem doesn't physically scale to the Grimm Pool feat because of this, but rather can just use the pool to cause this much damage. This further showcases that no one should be able to scale to this feat.
Long Memory
Speaking of that blast, it was performed by the Long Memory, a weapon of Ozpin and Oscar Pine. This seemed like a much better source of scaling, as Ozpin fought another maiden (Cinder Fall) with this weapon and lost. However, there isn't direct proof that Long Memory's full strength was used in the fight, and using it for scaling anyways would imply the Maidens could stop Salem for a bit, something that also goes against everything we know about Salem. In addition, the strongest Maiden we've seen so far (Raven Branwen as the Spring Maiden) deliberately wants to avoid fighting Salem, which further hurts the idea of scaling them to Long Memory. This feat likely isn't useful for scaling either.
Where does Alisa Scale?
A weird notion thrown around is that Alisa is a low tier in the verse… which is just wrong. Her first feat upon waking up is sending a Jack unit flying around with a kick and slicing through it only being caught off guard due to it barely surviving and doing a fake-out death and she would go on in the scenario campaign to battle through many MANY more Jacks and even along with Lars fights most of the Tekken cast showing she’s at least comparable to those given she definitely pulled her weight in those situations. Defeating Xiaoyu in a one on one and pretty much doing a tie against Nina in their fight only solidifies this Mid/Mid-high tier placement only having lost to Lee while having no memories of any of her battle experience as a true loss.
Though of course she absolutely does not scale to the high-tier given her double loss against Lars who was holding back and Kazuya in his devil form literally cutting her in half by stepping on her and Jin who just punched through another Alisa unit so like…yeah.
El Jack Meteorito
Pretty much the Naruto moon feat of the Tekken verse at this point, this meteor has seen all kinds of calcs and values overtime that people constantly went back and forth on.
This is a JACK-6 doing this feat. Canonically, outside of Doctor Bosconovitch, these are some of the weakest characters in the series. And you have to remember that as of now, we’re on JACK-7/8 models and Gigas. Both of whom are built to be stronger in every single aspect than your average JACK-6. And JACK-7 are still at the lowest tier.
Scaling to Kinetic Energy can be fairly imbalanced and difficult to prove considering JACK-6 self-destructed and didn’t stop the meteor’s descent in the end however he was subjected to the meteor’s descent (thus KE) and also rammed into it at over mach 1000 head on and was fine and in its second clash with it briefly halted/stopped it’s KE,only having the fragments fall down to the atmosphere due to the entire thing blowing up and pushing even Jack down to earth as well in the resulting blast. We’re talking about a character at the bottom of Tekken’s canonical tier-list (JACK-6s have been treated like the Koopas of Tekken)
It’s a safe assessment to make that a JACK-7 could fare far better against that meteor than JACK-6 did and those are still fodder in the verse,simple upscaling pushes the feat into gigatons range,violent frag does it as well and the KE method is a possibility as well depending on your view on it.
El Meteorito parte dos
This one is relatively straightforward. Paul and Law catch, stop and deflect a giant meteor heading to earth given the clear shot of its size in comparison to the planet and the speed it would have collided into via our calculations would have yielded an outstanding…
Three out of the four calcs for it fall within similar tiers of power overall and only the low end gets much MUCH lower but the low end also uses a weird method, Why find the curvature with a lower shot when you have a full view of the thing from Space in its entirety.
As long as you believe the Pachinko are usable (which you should,given they follow canon previous endings and plot points for characters) it should be usable at least as high end for the verse. And before anyone calls out outlier for this it’s not exactly the first meteor feat in the verse as seen above.

Stats
Both Androids despite not being at the top of their respective series still rank pretty high and have a large amount of impressive feats and scaling on their respective side to bring to the table in this fight.On Penny's side, she has the Amity Feat. Her lifting it amounts to 1.797 Megatons which is quite impressive! In addition, there is plenty of scaling between the Colossus (22.31 Tons), the Wyren (2.285 Kilotons), and Raven Branwen (587.51 Tons). There is a much higher end to Raven's storm feat that gets 57 Megatons but it is questionable considering there is much to argue about the type of clouds created. There is Salem Downscaling and the Long Memory but as we've described before, those are unusable for multiple reasons.As for her speed, there is a bit of contention regarding the silver eyes feats as it's debatable whether they are lightspeed but since they are always shown as a flash of light, it should count. Therefore, Cinder dodging Ruby's flash would be about 20.4% the Speed of Light if going by Pixel Scaling methods. However, the fastest easily-acceptable speed feat is Adam Taurus dodging the particle cannon, which can get to about 42.2% the Speed of Light! There is also this feat of the Apathy moving in tandem which was calced at exactly the SoL but it's kinda debatable. Useful enough for a high end.- On Alisa’s side, being a solid mid tier grants her a rather ample amount of scaling and feats in the town ranges and above from stuff like Roger Jr. and his Mom who can both uppercut Roger all the way to the atmosphere (21.5 Kilotons) and Feng Wei who can destroy an entire mountain in a single strike (42.55-367 Kilotons of TNT), consistent with other showings like defeating characters like Paul who can beat Ogre who has created a vast amount of clouds in an instant (16.4-306 Kilotons of TNT) and could walk on the ground VERY HARD which comes out to 2.8 Megatons with even crazier feats like King and Marduck splitting a storm which can get as high as 30 Megatons.But of course we have to rip the band aid off; What about the Jack scaling? As anyone can tell you almost everyone scales to those robots and the Jack models have done some crazy stuff over the years even a Jack-3 Model could survive a satellite laser right in its face which can reach around 2.7 Megatons and that’s a Jack-3 Model with each new version being better in every single way just to give an idea Alisa fought a lot of Jack-6 through the story and sliced right through one and a single Jack-6 could destroy a 6 mile wide meteor heading to earth not accounting for any KE involved lands results from 900 Megatons to 7 Gigatons and currently the Jack-7 (which are superior to Jack-6 in every way) are still treated like Koopas. And that’s without taking into account the Pachinko meteor feat performed by Paul and Law which outclasses Penny even if you’ll scale her to Salem.
As for speed, Alisa very clearly scales to a lot of Relativistic feats like her optic systems reacting to a flash of light at around 2% the Speed of Light, the Gun-Jack reacting to a satellite laser that at a higher end is around 6% the SoL, and Yoshimitsu parrying a laser at around 79% the SoL. Plus, there are Claudio's Light Arrows, dodging them is 1.5 times the Speed of Light though it is debatable.
So overall despite speed being largely comparable between the two, strength is a whole different story. Penny is working with at least a 500 times power gap against her and it’s certainly a immense hurdle to overcome meaning that to keep up the pace Penny has to play the absolute best dodging game of her life as a single hit would shatter her aura and a second would take her out if Alisa gets in close.
Arsenal and Abilities
Now one question: While it’s not their normal approach both are capable of impressive hacking capabilities and thus in the event of a hack off who is more likely to succeed and is that scenario even likely in the first place? Well it’s not that simple. Not only do both have some levels of resistance towards being hacked, but the process is not instantaneous and nothing stops either from realistically just interrupting the other before the situation gets too dangerous. It’s hard to tell whose hacking is better between Penny’s ability to match frequencies of technological devices and Alisa managing to hack all of the Zaibatsu’s satellites in a short time frame gives a situation where Penny’s hacking is more suited to bypass defenses meanwhile Alisa’s work on a greater more impressive scale.
Penny does have a bit more versatility with all the powers given to her by both Aura and the Maiden Powers. She could also kill Alisa by freezing her solid, though she herself hasn’t done this, rather Raven did it. She also has better arena control thanks to her various projectiles, though Alisa can still dodge it all the same. Alisa meanwhile has more direct weapons in both close and long range and a Neutron Bomb win condition. By Death Battle’s rules it would count as a win akin to the Predator bomb, so if she is sure there’s no other way to win the fight or is in the process of getting frozen solid she could still detonate that bomb to take herself and Penny out as well in the process to force a tie scenario, Penny may be fast but there’s no way she’s getting out of range of a 10 Kilometer wide blast in time.
Comparing their regeneration it’s pretty evident that Alisa’s is miles ahead of the aura’s recovery. Not only does it work faster but it can regrow vital parts like arms or even her head rapidly. Combined with the stat gap this means that even if Penny started to chip away at Alisa that progress would soon begin to fade away giving Alisa much more longevity and room for error in the long run.
Both characters bring up unique advantages in interesting ways in this category, their mobility and ranged options counter one another. On Penny’s side she’s definitely more versatile and her control of Floating Array gives her more options to attack at the same time, but Alisa’s regeneration and resistances is a notable obstacle in her way and the Neutron Bomb is something Penny just has no way around if Alisa detonates in time.
Also Alisa undoubtedly has a more unpredictable move in her arsenal. Who would ever predict your opponent would let their head be cut off or just chuck it at you to make it explode? Even with the general craziness of RWBY’s weapons it’s still pretty much guaranteed to take Penny off-guard and leave a major opening to exploit.
Tertiary Factors
The Tertiary Factors are categories in which Penny has, comparatively, the best edge. Both are quite young but using implications thanks to the RWBY Books, Penny has been an active fighter for a ton longer than Alisa, giving her far better experience. General Skill and Training are a bit complicated but given their showings neither seem to take an edge, in pure Hand-to-Hand Alisa takes the clear advantage but is evened out by Penny's skills with the floating array. Alisa does however have the advantage in Stamina as she doesn’t seem to have a limit on something like an Aura like Penny does. Both seem to be equally intelligent and analytical despite their naivety which in this scenario is more than unlikely to be an issue for either.

Alisa
Advantages:
- Much Stronger and more durableThis fight is unfortunately not very close. Penny does carry a few advantages but they are ultimately meaningless in regards to what Alisa beats her at. Stats are a very clear showcase of this. Penny's best feat can be regarded at her lifting the Amity Colliseum, a feat that is 1.797 Megatons. In comparison, the actual fodder of Tekken can destroy meteors at around 900 Megatons of TNT, a minimum gap of about 500 times! We could also compare the higher end of Raven's storm feat (57 Megatons) to the higher end of the JACK meteor (7 Gigatons, or 7000 Megatons), a gap of about 122 times! Even if we went completely off the rails and completely scaled Penny to Salem's Grimm Pool (Not even Downscaling, let's just straight up scale them) and compared it with equal leeway to the Pachislot Meteor, that is a gap of over 741 MILLION TIMES! No matter how you slice it, Alisa is taking an immense advantage in AP and Dura. Speed is a lot closer however, comparing Adam and Yoshimitsu's mostly equivalent feats is about a gap of 1.87 times, which is pretty much negligible. More negligible is if you compare the two Lightspeed feats, which would only be a 1.5 times gap in Alisa's favor. This would usually not mean much but the large AP and Dura gap means Alisa is basically guaranteed to get the killing blow before Penny can properly defend at all.
Penny does have a couple Tertiary Factors considering potential timeframes but not anything too specific as neither have an obvious timeline to follow. Even then, Alisa still has more weapons to utilize and has much better stamina compared to Atlas' best weapon. Penny could freeze Alisa in ice but it is not a very likely outcome and it's not even very certain it would actually kill Alisa considering the massive stat gap. Even then, Alisa could still use her Neutron Bomb to force a tie should it come to that, effectively leaving no real opportunities for Penny to take a win. She also has better regeneration leaving it even less likely for Penny to be able to do enough damage to win.
Overall, while Penny has a few advantages and there are certainly some scenarios in which she could win, Alisa's significantly better stats, weaponry, and stamina means that in this duel between adorable adroids, the Steel Maiden is much more likely to win over the Winter Maiden. Penny thought she could win-ter., but when against Alisa she isn't able to Tekk-it up a notch.
